D ifferent types of volume counting programs are undertaken by state and local roadway agencies to obtain values of traffic parameters such as average annual daily traffic (AADT). Some of the commonly used traffic counts in areawide volume studies include: continuous counts by automatic traffic recorders (ATR) in which volume is recorded 24 hours each day, 365 days a year; seasonal counts in which volume is recorded several times a year for periods ranging from a few days to several weeks in length; and short-period or coverage counts in which 24-hour or shorter duration counts are taken at least once every four years.1 Only ATR can provide true values of traffic volume parameters under perfect operating conditions. The seasonal and shortperiod counts provide only the estimates of parameters. Seasonal traffic counters (STC) play an important role in traffic monitoring.2 They supplement the information available from ATR and help in assigning of road sections that do not have an ATR to one of the road classes or automatic traffic recorder groups (ATRG); thus, they help in estimating seasonal, daily and hourly variation at the site where they are located. This study focuses on the seasonal traffic counts. There is a wide variation and vagueness in the current practice of traffic volume studies leading to the estimation of AA DT.3’4 Limited research efforts have been made in the past to address the issue of statistical accuracy of AADT estimates obtained from the 1.6
